KCR Resignation and Telangana Movement (2006-2009)

In the Telangana movement history, KCR’s resignation and subsequent events played a crucial role in intensifying the demand for a separate Telangana state. Below are the key milestones:

  • September 12, 2006: Accepting M. Satyanarayana’s challenge, KCR resigned from his MP position and organized the Siddipet Samara Shankaravam on October 8.
  • December 4, 2006: By-elections were held for KCR’s resigned Parliament seat, and he won with a majority of over 2 lakh votes.
  • December 22, 2006: Organized the Telangana Atmagaurava Sabha in Nalgonda town.
  • April 6–12, 2007: Conducted Nalgonda Nagara tour in fluoride-affected villages.
  • July 15, 2007: One-day hunger strike at Indira Park demanding minority welfare.
  • November 15, 2007: Installed Telangana Talli Statue at Telangana Bhavan, designed by Pasunuru Dayakar Rao.
  • March 2, 2008: Dharna at Jantar Mantar, Delhi under KCR leadership.
  • June 1, 2008: TRS won 2 Lok Sabha seats (Karimnagar, Hanumakonda) and 7 Assembly seats (Siddipet, Dubbak, Kamalapur, Huzurabad, Medaram, Cheriyal, Aleru) in by-elections.
  • October 21, 2009: Organized Udyoga Garjana in Siddipet, Medak district.

Roshaiah Committee (2009):

On February 12, 2009, Finance Minister Roshaiah formed a committee with members from both houses of the legislature.

Girglani Commission (2001–2004):

The Girglani Commission was set up on June 25, 2001 to oversee the implementation of GO 610.

  • October 6, 2001: Submitted its first report to the government.
  • September 30, 2004: Submitted its final report, stating that many violations occurred between 1975–2001.

J.M. Girglani Committee (2001):

Formed by N. Chandrababu Naidu on June 25, 2001 as a single-member inquiry committee to review GO 610 implementation. Key points:

  • Mandated to submit report in 90 days.
  • Due to lack of cooperation, only 25% of employee list submitted in Oct 2001 as interim report.
  • Suggested permanent measures for implementing Presidential Orders (1975).
  • Recommended training, corrections in service books, permanent committees (Ministers, Officers, Assembly) for monitoring.

GO 610 House Committee:

  • June 15, 2001: All-party meeting on GO 610 implementation in zones 5 & 6.
  • December 29, 2001: Telangana MLAs raised concerns in AP Assembly.
  • A House Committee was formed with Revuri Prakash (TDP MLA) as Chairman.

Uttam Kumar Committee (2006):

On December 6, 2006, a committee was formed under Uttam Kumar Reddy for GO 610 implementation. However, resignations by some Seemandhra MLAs prevented its full execution.

Prathap Kishore’s Delhi Padayatra (1987):

Journalist Prathap Kishore started a padayatra on June 6, 1987 from Charminar, Hyderabad to Delhi to gain nationwide support for Telangana.

  • Submitted petitions to the Prime Minister and central ministers.
  • Later revived Telangana Praja Samithi in 1987, with Bhupathi Krishnamurthy as President.

Velichala Jagapathi Rao Report (1991–92):

Jagapathi Rao, a senior Telangana leader, presented a report on irrigation sector issues.

  • Telangana entitled to 1400 TMCs of Krishna-Godavari water, but only 1170 TMCs shown by Andhra rulers.
  • If projects like SRSP, Nagarjuna Sagar, Jurala, Singur, Srisailam Left Canal were completed, 30 lakh acres in Telangana would benefit.
  • Andhra rulers delayed major irrigation projects citing administrative, financial, and technical reasons.

Conclusion:
