1971 Five Point Formula in Telangana Movement – TSPSC Telangana History Notes

1971 Five Point Formula in Telangana Movement

The 1971 Five Point Formula is one of the key turning points in the history of the Telangana Movement. After the 1969 Telangana Agitation, the situation in Andhra Pradesh became highly unstable. To bring peace and address the demands of Telangana people, the Government of India introduced the Five Point Formula in 1971. Though it was expected to resolve the issues, it became a controversial settlement and was not fully implemented, which later fueled further agitations.

Background

  • The 1969 Telangana Movement was triggered due to violations of the Gentlemen’s Agreement (1956) and lack of job, education, and irrigation safeguards.
  • Thousands of students and youth participated in the agitation demanding a separate state for Telangana.
  • The movement witnessed police firings and deaths of nearly 369 people, creating unrest.
  • To control the situation, the Union Government considered various political solutions.

Announcement of Five Point Formula (1971)

Prime Minister Indira Gandhi announced the Five Point Formula in 1971 as a compromise settlement. It was expected to end the Telangana agitation and reassure the people that their interests would be safeguarded within Andhra Pradesh.

The Five Points Explained

  1. End of Separate Telangana Demand: The Government urged Telangana leaders to drop the demand for a separate state and instead work within Andhra Pradesh.
  2. Implementation of Safeguards: Job and educational safeguards promised in the Gentlemen’s Agreement and Mulki Rules would be respected.
  3. Development of Backward Areas: Special attention would be given to the development of backward regions, particularly Telangana districts.
  4. Political Representation: Telangana leaders would be given proper share in political and administrative posts.
  5. Peace and Stability: Students and youth were asked to withdraw from agitations to restore normalcy in the state.

Impact of the Formula

  • The announcement temporarily reduced the intensity of the Telangana Movement.
  • However, Telangana people were dissatisfied because the formula did not provide legal guarantees.
  • Mulki Rules continued to be a point of conflict between Andhra and Telangana.
  • It created mistrust among Telangana students, as the sacrifices of 1969 agitation seemed ignored.

Criticism of the Five Point Formula

  • No constitutional or legal status was given to the formula.
  • It was considered a political compromise rather than a permanent solution.
  • Many promises were not implemented, leading to further 1972 Jai Andhra Movement in Coastal Andhra and Rayalaseema.
  • It failed to address the core issues of employment, education, and irrigation.

Long-Term Consequences

Though the 1971 Five Point Formula was an attempt to bring stability, it failed to provide lasting solutions. This failure paved the way for:

  • 1972 Jai Andhra Movement demanding separation of Andhra State again.
  • Growing feeling of neglect among Telangana people.
  • Continuation of separate Telangana demand, which finally succeeded in 2014.

Conclusion

The 1971 Five Point Formula was a political attempt to resolve the Telangana unrest. However, it remained ineffective because it lacked strong legal backing and failed to win the trust of Telangana people. The dissatisfaction with this formula became one of the stepping stones in the long journey of the Telangana Statehood Movement.
